Requirements and process to get a learner/provisional licence

The mandatory documents you will need for this process:
- Proof of identification: National ID or NIN for Ugandan applicants. * For non-Ugandans: a valid passport and a visa valid for at least one day. Acceptable visas are student passes, diplomatic visas, certificates of residence, work permits, and dependant passes. Multiple-entry, tourist, and visitor’s visas are not acceptable for learner licences. * For refugees: an original refugee card issued by the office of the prime minister.
- Proof of payment (payment registration number, from either the URA or Ministry of Works and Transport e-services portals); how to generate a payment registration slip
- Proof of enrollment from a licensed driving school: https://udls.co.ug/licenced-driving-schools/
- Fully filled-out learner driving licence application form. The application form has a medical examination report which is valid for six (6) months from the date indicated on the form by the doctor.
Note:
1. UDLS does not accept cash at our branches. Payment assessments are generated via the URA website or the MoWT e-service portal and payment is made through any bank, mobile money, or PayWay.
2. If you are applying for a class A, A1, or B1 learner licence and you already have a driving licence of class B and any other categories, you will pay 60,000 for the learner licence instead of the 40,000.
